Hwaseong-ho, the coastal wetlands at the Yellow Sea, is famous for the transit of migratory birds that fly from Siberia to South in winter. The wetlands were created in the 1970s as the product of the National Land Reclamation Programs to widen farmlands. The programs become sluggish as the environmental and development paradigms have shifted. The documentary observes the sceneries of Hwaseong-ho for four seasons and introduces the efforts of activists and the local government to preserve the wetlands. It also looks into the cases of Australia and the Netherlands: Australia's Kakadu National Park preserves the nature and endangered birds, and local governments in the Netherlands are trying to reverse the reclaimed lands. The case studies will show the possible directions for the wetland preservation and future development policy.
